SIGTAS Modernization Lab — Legacy Tax-System Modernization
A proof-of-confidence lab for exploring phased modernization of legacy tax administration systems. Demonstrates shadow architecture, Oracle-to-modern-core integration patterns, comparison layers, audit logs, and low-risk modernization methods. This is a modernization lab, not a claim of full production SIGTAS compatibility.
Challenge
Legacy tax administration platforms hold critical business rules and decades of operational data. A full rewrite is high-risk and politically expensive, but the inability to add modern APIs, audit layers, and AI-assisted workflows is increasingly a constraint on tax operations.
Solution
We built a modernization lab around a SIGTAS-style reference environment. A modern API and event layer sits in front of the legacy core. A shadow system mirrors selected workflows, a comparison engine validates legacy vs. modern outputs side-by-side, and every action is recorded in an audit log — so modernization can advance one workflow at a time without breaking the system of record.
